The Fuxi Institution simultaneously focuses on technological R&D, policy research and culture promotion. With respect to policy research, the Fuxi Institution mainly focuses on Internet growth and governance, and cooperates with the Center for Internet Governance, Tsinghua University (THUCIG) to carry out relevant research.

The Fuxi Institution is to: research the new paradigm of Internet growth and governance, and build a smart city index system, in accordance with global strategic trends; publish smart city/regional Internet growth report, building an index system for city digital transformation; launch city internet growth statistical report, in a bid to assist the policy formulation of intelligent government and to promote balanced development of digital economy.
